Implement runSelector Pipeline step in the Run Selector plugin

      The runSelector step should have as input the following parameters:

      • The project name from which to select the run
      • An option to enable/disable verbose logging
      • A Run Selector
      • A Run Filter

      If a run is found that matches the input parameters, the step will return a RunWrapper object.
