Add ability to track change reason and user

      Suggesting an enhancement that allows changes to be logged with a change reason / message similar to https://wiki.jenkins-ci.org/display/JENKINS/SCM+Sync+configuration+plugin

      Also, have the ability to record the user making the change somehow.
