JDL needs to have a progress bar component that can demonstrate indeterminate and determinate states.

Metrics

• Progress bar is always 5px heigh
• Progress background is a7c7f2
• Progress bar is the brand blue (4A90E2)

In Scope

• add a new progress bar component
• set a percentage to show the determinate state
• if no percentage set then the indeterminate state is shown
• We'd like the animation to be smooth like the examples below
