s3-publisher-plugin are not compatible with s3 buckets in cn-north-1

      With s3-plugin, files can be uploaded to cn-north-1, but failed to download from the job s3 artifacts page.
      Need compatible support for new region cn-north-1.

          The downloaded link generated in realtime is incorrect that pointing to the s3 under s3.amazonaws.com, not the right one in cn-north-1
