Upgrade AWS SDK to 1.11.16 to enable ecs-plugin to use Task Roles

      I'd like to be able to add Task Roles to the amazon-ecs-plugin so that you can have a much more fine grained control of the permissions on amazon a docker container would have.

      Could we please bump the version of the aws-sdk to 1.11.16 as this contains the necessary changes in the API that I could then use to update the amazon-ecs-plugin.
