[JENKINS-37202] Turn on paging by default

At the moment all REST API collection calls load all possible data.
Pagination is landing for most of the UI shortly and the default mode should be to page.
Default page size of 25 should be good for now

This should protect the server from bad calls if the user decides to script against our new rest API
