      Setting the Container Cap for a Docker Cloud to "blank" defaults it back to the value zero. However, the coding currently then plays the game hard by not provisioning any container to the docker server anymore.

      On the other hand, the documentation says:

      Defaults to blank which disables this limit.

          AFAICS this issue should be closed, because the PR got merged on Sep 13, 2016.
