Folders support for Rally plugin

      We have several teams using the Rally plugin on a single Jenkins master. Currently the Rally plugin must be customized for a given SCM at global config level (preventing it's customization in multi-team scenario). It would be nice to configure or override the settings at Folder level (restricting items in a Folder and below)
