Builds published across timezones have incorrect last built/failed times

      My private build farm is based in the UK (BST timezone) and publishes to a
      public server in the US (UTC). The build times are correct on the local farm,
      but when published to the public server the timezone information is absent so
      for the first hour (BST is UTC+1 hour as of filling this bug) the last
      built/failed time displays a number of milliseconds, including sometimes
      negative values, then after the hour is 1 hour behind.
