Hello, it will be very useful to make custom tools installation plug-in allow conditional installation of tools based on job parameters.

e.g. I have a job that can run against Firefox and Chrome. I want chrome installed only if current build parameters suggest that chrome will be used.

This is especially useful when slaves are provisioned just for a single build, e.g. docker/kubernetes. Without such option, the tool will always take time and bandwidth to install regardless current build parameter selection.

[JENKINS-38626] allow conditional custom tools installation

Was in my plan as well. Tools should be registered in a Job action, not in Wrapper only. Once it's done, the behavior will be much more flexible

I won't get to this RFE anytime soon, but the JENKINS-30680's design makes it trivial to implement after the Pipeline support
