Reduce submit delay caused by Perforce triggered build endpoint

      I just finished testing Perforce triggered build set up on our jenkins server. There is a pretty noticeable delay introduced by the p4 change-submit trigger when this is active on a depot path. It looks like the endpoint blocks while probing jobs. The endpoint should return immediately to avoid delays on user submit.
