Prompted to enable pull requests when they're already enabled

      Maybe you folks don't see this ever, but sometimes I get to PULL REQUEST ZERO (woot).

      Even if you have pull request integration enabled, having zero pull requests means you're prompted to enable pull requests by Blue Ocean.

      Derp.
