It might be useful to allow some artifacts that have been archived already to be visible from the build status page while a pipeline build is still in progress.

The example I'm thinking of is the build generates a changelog HTML artifact and then is at an input step awaiting approval for deployment. The approver might wish to look at the changelog before they click the button.

This is kind of similar to JENKINS-19154.
