[JENKINS-40396] Support for run input parameter type

Would really like to see this in Blue Ocean. Trying to replace a "promoted build" style job with a pipeline. I have 4 stages (build, deploy to dev, deploy to staging, etc.). When deploying I'd like to select a build to deploy (not always the one just built). `run` input is the thing I want to use, unless there is an alternative.

I have several component in my product. Each have is own pipeline job. I create a promotion job in order to release my multicomponent product base on all other successfull jobs. That is why a use this run parameter. If you have another solution I would be pleased.

I have a similar use case where I want to select which build to deploy using the run parameter.
