When plugin is installed via updatecenter, (a) declared dependencies are installed and (b) plugins that ware bundled in version the plugin is build against are installed as well. When plugin is uploaded, only (a) takes place but not (b).

Consider new instance with no plugins and upload matrix-reloaded, matrix-project does not get installed so the reloaded is broken.
