Scan Repository --> Events loading wheel needs explanation

      Starting with SCM-API 2.x, the "Scan Repositoy" action now includes an "Events" action underneath it. Unless there are events being processed, this page shows only a loading wheel.

      While this is behaving as designed, someone new to Jenkins could misinterpret an empty screen with a loading wheel as "Something is happening," or worse, "Something is broken." This issue is to request a brief explanation of what we're waiting for on this screen.
