REGRESSION: Queued freestyle jobs do not show up on Activity

      Problem
      Queued freestyle jobs do not show up on the Activity tab. They used to be listed there but now they are not. It was also possible to open the run result for them and wait for them to leave the queue.

      This is important to show as the activity tab doubles as our "queue" UI for a job or Pipeline.

      To reproduce

      1. Create a new freestyle job
      2. Force the job to run on a non-existant label
      3. Run the job
      4. Visit its Activity tab in Blue Ocean

          jdumay I have this partially implemented, it's a lot more work than was anticipated. I prioritized the editor over this given the timing, will circle back this coming week.
