A PR build of Winstone failed do to infra on ci.jenkins.io.

As users have no access to trigger builds there I closed and re-opened the PR as the normal "Kick the PR builder trick" however no build was performed on ci.jenkins.io

This means that for secured instances and infrea issues a PR author (or a member of the project) has no ability to kickoff a build again to workaround these issues.

There needs to be a way for a PR owner or repo owner who does not have build permissions on Jenkins to re-kick the build.
