Currently the way steps are displayed is inviting users to do probably not what they want to do.

There should be a few curated set of steps highlighted at the top (eg shell). Some steps may have to be hidden (eg the 'waitUntil' I don't think can ever actualy work with declarative - still looking into that). There are likely others that are irrelevant to declarative that should ideally not be shown.

At the very least sorting them in some curated way would be ideal.
