Please provide UI to change order of sidebar links

      There doesn't seem to be a UI to rearrange links on the sidebar in jenkinsRoot/configure.

          With Sidebar Link plugin 1.12.1, I can reorder the links by dragging on the configuration page. This seems to have been implemented in https://github.com/jenkinsci/sidebar-link-plugin/pull/1, which was merged between versions 1.7 and 1.8.
