Blue Ocean 404 page should set a 404 status code

      An unrelated issue caused an invalid URL to be generated by Blue Ocean (already tracked).

      When the browser navigates to that invalid URL (e.g. https://ci.jenkins.io/blue/organizations/jenkins/Infra%2Fazure/detail/master/37/pipeline/undefinedruns/4/) the response is a 200 OK with the screenshoted page.

      The HTTP response code should be 404.

          This is a problem with single page apps - the content is not really decided on until JavaScript executes. I suspect we won't be able to do this consistently
