When running the setup wizard, and something goes wrong (either UC not available, or a plugin fails to install) it seems to get into a bad state.

There is an older report: https://cloudbees.atlassian.net/browse/OSS-1342 for this, which may not be relevant due to recent fixes, but is worth investigating.
