The Github creation flow currently uses a simple List component for display of repositories. This is a poor experience for users with large numbers of repositories. It also takes a long time for the screen to load when the numbers of repositories is large

Scope

1. Implement with a filterable list as per the original UI spec
2. Display the list as soon as the first page of repositories is loaded.
3. Need to display some kind of feedback to the user that additional pages are being loaded.
4. Ensure that if the user types in filter text while the repos are loading that the list updates appropriately as each page of data flows in.
