When i configure Extended Choice Parameter Plugin with:

Basic Parameter Types:
Text Box
Choose Source for Value
Property File: myfile
Property Key: mykey

Then the Text Box is empty not populated, all other Parameter Types are working fine

When i move my settings from
Choose Source for Value to Choose Source for Default Value

Then the Text Box is working as expected populating my values from Default Property File.
