Environment override mechanism for notification URL not functional for anonymous users

      The environment override mechanism for the notification URL is not working properly for anonymous users.

      We have an environment administered by matrix auth where a few administrative users such as myself have explicit accounts. Others access Jenkins anonymously for build status.

      If I set the Notification URL to Default, it works properly for me (I see legacy GUI). However when I log out I see the Blue Ocean GUI. Other users have also noted BO GUI appearance.

          You should be able to do this with JENKINS-41578 when it is merged and released.
