Shelved jobs are unshelved to root even if they were shelved inside of folder

    Description

      Unshelved jobs are always restored to root even if they were shelved inside of folder.
      Look at attaches, please.

      For example I need to unshelve jobs which were wrongly shelved. These jobs were located in some folder (during shelving). Unshelving moves them back to root
