Discard old items to be removed from multi-branch UI config

      According to JENKINS-34738 discarding old items must be done from a properties directive within the Jenkinsfile. Consequently, the UI configuration page for multi-branch pipeline jobs should not have a "Discard old items" section as it does not work anyway. What's the point of allowing a user to configure something that is known to not work?
