This does not look like it has anything to do with MSBuild Plugin. Environmental issues, most likely Jenkins is behind the proxy or a firewall which blocks access to Update Site.

I have updated with specific version of update sit url . it seems to work.

 

https://updates.jenkins.io/2.150/update-center.json

After revert to the normal one its won't work. Same issue occurred.
