Allow updating remoting in the Jenkins core

    Description

      In order to make Remoting fully upgradeable, it should be possible to replace the entire library from a plugin or a static resource. In any case, it requires some changes in Jenkins classloading logic.

      The issue is heavily related to JENKINS-41196, but generally it is possible to implement it without a generic engine.
