Add Signing support for Fedmsgs

      Signing CI messages in JMS works for the activemq provider, but it would be nice to do the same for Fedmsg. We will be using this extensively in ci.centos.org to deliver to the bus.

       

      I see that there is a pull request related to this: https://github.com/jenkinsci/jms-messaging-plugin/pull/14

       

      Is there anything we (CentOS CI) can do to help test/rebase this?
