Repo still building after deletion from config

      I used the multibranch plugin to create a github organization for pr builds. I had four repos listed to scan in the configuration page. I removed two of the repos from the list. The plugin still builds PRs from the removed repos. The scan organization log says "ignoring <repo name>".

          Perhaps you configured your orphaned item strategy to leave some repositories behind? If so, not a defect.

          I believe this is a duplicate of JENKINS-45322, please reopen this issue if my theory is incorrect
