build parameter stopped being templated in 1.4

      When upgrading rich-text-publisher-plugin from 1.3 to 1.4 itĀ stoppedĀ templating a build parameter tagged_build_numberĀ that we have, so we'd instead just see ${tagged_build_number} in the output. I can't see any reason why this would have changed, there was nothing in the change log.
