Use local clone instead of checking out from SCM

      Verifying some changes in a plugin through PCT is hard until a PR is done. The ability to use a local clone would allow to test those changes in advance:

      • CLI option to specify the folder where the local clone resides.
      • If such option is specified and the PCT is configured to execute only with one plugin, use a copy of such folder instead of checking out the project from SCM.
