Master Coverage always 0 for PR Coverage Builder number

      Even after I have collected Master Coverage Plugin from my Master PR build, my new PR build comments show my coverage # versus 0% instead of showing versus the actual master coverage #.  I checked the Jenkins log and don't see any errors when storing the master coverage number to my Jenkins.
