We are seeing a 2-3 min delay in the the Validating configuration... to come back in a job and the Global jenkins configuration.  If we drop the plugin back to 1.9.0, the problem does not occur.  We can reproduce on 2 different jenkins instances.

In the sim.log, we see the following lines to continue to occur during the 2-3 min delay.
