Missing new parameters added when "Rebuild without Asking for Parameters"

      I configured a job with rebuild plugin's "Rebuild without asking for parameters" option.  Built it once with parameter values included.

      After that, I added a new parameter to the Freestyle job configuration and clicked rebuild.

      The new parameter was not added to the rebuild like it would have been if I did not have this option set to bypass re-asking for parameters..
