Description

Currently PCT is not able to exercise declarative pipeline plugins because it is not able to deal with the multimodule nature of them. We need to make the PCT able to exercise declarative pipeline plugins.

Acceptance criteria

• PCT is able to exercise declarative pipeline plugins when executed from a war file
• PCT is able to exercise local snapshots of declarative pipeline plugins by using the localCheckoutDir option

Most of the infra is already there, kwhetstone hooks system should be able to give us what we need, we only need to use it
