Grant EXTENDED READ rights to collaborators/admins on a Github repo

      We use pipeline jobs pretty extensively now, and it'd be handy for those with WRITE (or maybe admin?) permission to a given github repo would also have permissions to view the pipeline syntax snippet generator page for that same repo's job(s).

      When trying to access the pipeline syntax page, those users get a 404 saying:
      <user> is missing the Job/ExtendedRead permission

          Closing this issue in favor of JENKINS-27844 to completely overhaul the GitHub committer authorization strategy.  Subscribe and vote there so we can track it all in one place.
