Header link should be a real anchor, not just a clickable element

      Problem
      In the attached screenshot, clickable elements in the right menu (Pipeline, Changes) are actual anchor tags, which means I can middle-click to open them in a new tab.

      For some reason Infra/jenkins-infra is not an anchor tag (span) and only has a click handler on it.

      It would be nice if Infra/jenkins-infra were a real anchor tag so I could quickly open up multiple tabs for this Pipeline.

      • Review links across the application and ensure that they are proper hyperlinks
