Frequent API Calls to AWS are causing throttling issues.

      in waitAndPrintStackEvents, the loop is making frequent calls to AWS which when run on multiple pipelines causes throttling issues.

      Could we increase the sleep from 1 second to possibly 10 or 20? Ideally, a silent flag for this would also help in future.
