Resume build requires ADMINISTER permission

    Description

      This was done to fix JENKINS-36333

      I think that allowing only administrators to use this function is throwing the baby out with the bathwater.

      We have regular users who need to have access to the "Resume" button.

      Best solution would be to add a separate permission for this functionality.
      Barring that I think it would be much more reasonable to require the "Build" permission.

          jbochenski From what I see in https://github.com/jenkinsci/tikal-multijob-plugin/commit/2424cec7a099fe4392f052a754fadc28de9f8d86, there is no specific reason to do that. Item.Build permission should be enough IMHO
