Jenkins 2.70, but most-likely no regression
The plugin manager is blocking the uninstallation of plugins that should have no requirements left. Looking at the tooltip (see attachment) it seem that is handling optional dependencies as required.
The claim plugin in relation to configuration splicing is only one example. The list seems longer than necessary on many blocked plugins.
