      SAML authentication interferes with jenkins-cli.jar

      The CLI tries to open /cli, but is gets 403 error

      Test:

      java -jar jenkins-cli.jar -s https://jenkins-testing.finalist.nl/ version

      Error log:

      Suppressed: java.io.IOException: Server returned HTTP response code: 403 for URL: https://jenkins-testing.finalist.nl/cli

          Same problem on jenkins without SAML plugin

          I need to solve something else: WARNING: Connection #2 is aborted: Unknown protocol:Protocol:CLI2-connect
