As mentioned in another PR, having a test dependency on maven-plugin is awkward for Jenkins core since it pulls in so many transitive dependencies. Would be better to move all these tests to the maven-plugin repository, assuming they are testing plugin functionality. (In some cases the test is really checking core functionality and could perhaps be rewritten to use freestyle projects. Either way, plugin-compat-tester can detect cross-component regressions.)
