We currently have a hard-coded list of steps to blacklist from Declarative - actually, we technically have two sets of blocked steps, one for in steps (and similar) blocks, and one for "method calls", i.e., parameters passed to entries in options, triggers, and parameters. This should be changed to be fetched from extensions.
