o365 connector should suppress `Developers` if it's empty

      Hi,

      We have a build-test-deploy job that produces a notification at start and at end.

      A start notification looks like:

      Remarks Started by an SCM change.
      Developers

      That is: at this point the code is not updated yet and the notification plugin is unable to find SCM changes. My suggestion is to omit `Developers' field when it's empty, this will result in more brief and useful notifications.
