can't set cvs change's encoding

      my cvs server on one server which use gb18030 encoding, and hudson server on
      another server using UTF-8 encoding; for every build, when hudson retrieve cvs
      changes it can not encoding the charset correctly, the html output is lik
      e"���ӹ� ��ֲ��������".
