Agents stuck in 'Provisioning' mode for several days

      I had a Jenkins masterĀ restart occur while Azure VM Agents was spinning up some VMs. This seems to have broken something as they have been stuck in 'provisioning' mode for several days now.

      Obviously the plugin should detect these deployments are no longer active and mark the provisioning as failed.Ā 

      They are still counting against my active host limits.
