Move Proxy Configuration from Update Center to Manage Jenkins or /configure

      ProxyConfiguration in the Update Manager is being used widely in Jenkins, not only for updates. The current location is pretty confusing, so I propose to move it to Jenkins Global configuration (or /configure or to a separate page).
