Move Proxy Configuration from Update Center to Manage Jenkins or /configure

      ProxyConfiguration in the Update Manager is being used widely in Jenkins, not only for updates. The current location is pretty confusing, so I propose to move it to Jenkins Global configuration (or /configure or to a separate page).

          I'd like to give this one a shot as a learning exercise, but I am not sure where I'd put it UX-wise. I would suggest to create a new section under "configure systsem", but open for other opinions. Any thoughts on this, oleg_nenashev?
