Add option to bypass strict SSL checking

      Jenkins 2.76, including the `Skip Certificate Check plugin`

      I love Jenkins, and I love Mattermost. I do not love having to constantly import certificates into Java cacerts, and the default root certificates never seem to cover my sites (including those issued by Let's Encrypt)

       

      Let's add an option in this plugin to bypass the SSL certificate checks so I can stop seeing logs full of 

      Error posting to Mattermost
sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target

       

      and instead see my build status in Mattermost.
